Experiences and lessons learnt from Simplification and Harmonization in Kenya
The biggest challenge of Simplification and Harmonization has been its inadvertent consequence - unifying the "gang of four", the so-called Excom agencies, while dividing the bigger UNCT. So in a way it has not worked to best interest of the unity of purpose, homogeneity and UNCT spirit, and questions are still lingering on how best to involve the other UNDG agencies, especially the specialized ones as they all work together at the country level and are all members of the Country Team are involved in the UNDAF though not all working on the multi-year programme cycle. While the general understanding is that the various Simplification and Harmonization measures pertain largely to the four ExCom agencies that have adopted a common Country Programme approach, a number of the recommendations could apply to all the UN funds and programmes and specialized agencies at the country level. The gradual adoption of some of the elements of the programme approach by the various other agencies might enable them to align with the other measures. But time will tell whether this objective will be realized.
