Background and Rationale for Simplification and Harmonization
A major impediment to the
coherent functioning of the UN development system has been the multiplicity
of rules, procedures and modalities specific to each organization. Simplification
and rationalization have been long on the reform agenda, with CCA/UNDAF providing
an impetus to the UN funds and programmes to make further progress in this area,
with mixed results. A stage was reached where significant progress is possible
only with intenstive initiatives at the HQs of the organizations under UN Simplification
and Harmonization.
Five countries (Benin, Kenya, Niger, Pakistan & Ecuador) moving towards
having a harmonized programming cycle from 2004 for the main funds and programmes
of the United Nations, namely, UNDP, UNICEF, UNFPA and WFP. The rationale behind
this process of simplification and harmonization (S&H) are the following:
