MDGs Needs Assessment Study
What
is a needs assessment?
This entails establishing:-
- Who and how many people
do we need to assist in order to meet the MDGs?
- Identifying the population
in need.
- What do we need to
provide to them to meet the MDGs, that is in terms of Goods, services, infrastructure.
- How much will it cost?
- Assessing the local
capacity for scale-up activities to achieve MDGs.
To address the above issues
requires detailed inventory of the full range of public policy interventions and
investments needed to meet the MDGs and their associated cost as well as the most
fesible ways of financing the interventions. This therefore calls for a detailed

Objectives
of the Study
The broad
objective of the study is to put the country on an MDG-based long term planning
path. This will inevitably call for shift in policy and practice with respect
to planning; resource allocation and use; and monitoring and reporting.
The specific objectives
are to:
- Identify a set of integrated
interventions and investments needed for the country to meet the MDGs by 2015;
- Identify the necessary
infrastructure, human, and financial resources required to support a scale-up
of interventions through to 2015, and to ensure that appropriate ‘absorptive
capacity’ is in place;
- Outline a simple financing
strategy for achieving the MDGs, including an assessment of the resources
that can be mobilized domestically by the government and households and what
the international community should support;
- Provide a well-researched,
analyzed and negotiated long-term basis for on-going and subsequent short
and medium-term policy interventions ad practices such as the Economic Recovery
Strategy (ERS) and development plans;
- Provide a framework
with clear benchmarks for monitoring and reporting on progress towards meeting
the MDGs;
- Promote policy dialogue
and advocacy on MDGs.
Expected
Outcomes/ Outputs from the study
- This exercise will result
in the production of a comprehensive Kenya MDG Needs Assessment Report containing
all the data and information needed fo meeting all the MDGs;
- The Needs Assessment
report will be used to inform the production of National Long-Term MDG-Based
Plan, identifying the full range of policies and institutions needed to meet
the MDGs, which will subsequently inform allocation, tracking and reporting
on resource use for poverty alleviation. The plan should also form the basis
for a sustained policy advocacy and dialogue on MDGs, both at the national
and international levels;
- Subsequently medium
term planning within the framework of the Economic Recovery Strategy/Poverty
Reduction Strategy as well as sectoral plans can be developed/revised based
on the long term plan referred to in (ii) above.
